My opinion:
The unreasonable cash demand is about setting up a ‘stab in the back’ myth.
It looks to me like Ukraine is on the way to a nasty defeat, and the cash won’t help them, when there’s no air defense to buy at any price. But getting refused would at least give them something to blame besides their own stupidity.

Zelensky is already claiming in the EP that the costs of the war are going up and that he will need 155 billion euros next year. I think it’s a good, well-thought-out tactic. He will keep raising the stakes until the EU is forced to admit it cannot afford the luxury of continuing the American proxy war against Russia. Then Zelensky will throw his hands up and say: “Well, I tried. Since you can’t afford a war with Russia, I have no choice left but to call an election.”
Kallas recently announced another package of 1,600 sanctions against Russia. It turns out the EU still doesn’t understand that waging a war against Russia requires Russian raw materials, money, and political consent from the Kremlin. The EU is behaving like an old maid desperately searching for a handsome and wealthy rapist, but Russia is not interested in that role or playing the rape game.
Meanwhile, Ukraine is engaging in public masturbation, proud of its own achievements, even though its butt is bleeding, and Father Frost is getting closer with gifts of frozen toilets, power outages, and no water.

At the beginning of the conflict, I remember Zelensky claiming that 3 billion dollars would be enough to win the war against Russia. That has now been increased to 150 billion, and in the following year it is likely to reach 500 billion, before the EU comes to a realization that no amount of money will save Ukraine from an inevitable defeat in a war it cannot win.
